This looks like an evangelical students fellowship福音團契 (Taiwan east coast Hualien 花蓮)

Ms. Ellen Giebel (紀貴平), missionary living 40 years in 台東,花蓮, claimed to be part of 許家 Hsu family (許圓, my grandfather on my mother side, established the most famous soy sauce 鹿標 in Taiwan east coast). She speaks fluent Taiwanese with unbelievably little accent. One time after I was on the phone for a few minutes talking to her in Massachusetts, my younger son Kenny leaned over, getting really close to the phone so he could be sure she spoke perfect Taiwanese.
http://blog.udn.com/jchen50/7753032

More to come that shall include stories, pictures and Giebel's letters for the Lord's sake.
